because my neighbor has genital warts and she got a new man that is only 18 years old and i think that it is wrong what she did how do i tell him?

How do you know your neighbor has genital warts? If she does, then the man should know what to expect when he sees those things on him. He has probably never heard of this. I think your neighbor is dishonest, just for having sex with anyone until she has the warts removed. All she has to do is have Liquid Nitrogen treatment and they'll be gone.

Thats a serious situation, but I think you could first find out if your friend/neighbor would tell them. If they are not willing to offer yourself as a means to do it and say "hey, well if you want, I'd let him know for you without saying it was purposely done".
Once that is settled, whether they agree or not, you could just let them know, I have some important information for you. I have reason to believe that you may have contracted an STD. I know this b/c someone I know slept with someone that you know (however you want that to go with or without names) and they have genital warts. Explain to them that its curable and they should seek medical attention asap to avoid further contamination. If they need your support, you are there, b/c you cared enough to tell them in the first place.
Hope I could help. A friend of mine has an incurable STD, and needed help and offered advice on ways to talk about it, so it does help to just say it. Knowing and not speaking up can hurt them more and no one wants it to happen to them.

start your conversation with a question by asking the young man if he knew that the girl he made contact with has warts and inform him also the hazards of it, the precautions he needs to take thereafter. And have himself checked medically.

Even if it's not your business...and you still feel compelled to speak out, I would do it secretly. Leave a note on the new man's car. Tell a friend of a friend. She could be endangering the lives of any women he sleeps with in the future.

You as a friend need to talk to her and tell her that what she did was wrong because I feel if you you knew about her having them and let him sleep with her already he will be mad at you for waiting and telling him after he done already slept with her.

just go up to the dude and tall him if she is stupid enough to have sex with him and not tell him someone has too so he can get checked and not wonder when he starts having symptoms and wonders where he got them
