You do not give enough information for me to answer your question but I am going to try. You say your reception budget is $1,200. Does that include the hall, music, decorations, linens, tables, chair, cake, non-alcoholic drinks, and alcohol? Because all that is normally included in the reception part of your wedding budget. What time of day is your reception because that will affect costs.
Is your caterer going to provide servers to control portions? Because otherwise you may have the problem of running out of food because people will take to much. Servers help control portion size. Even though it is a "buffet" most caterers will still charge you a "per person/head" fee.
Is the caterer going to provide cleanup? Linens? Plates, Silverware? Cups? Any drinks?
Is your reception hall already the way you want it or do you plan to put up lots of decorations?
Do you plan to hire a DJ? Or will a friend be running a cd player for you? Another cost effiencent option is using your ipod with a speaker system. Some DJ companies have even started renting them.
You are more then capable of having a beautiful reception for less than a grand but your choices will effect your costs. Your food budget alone should be a part of your wedding budget.
For example....Let's say you have a $20,000 budget for your wedding. You need to set aside $2,000 for your food, drinks, tables, chairs, linens, servers, bartenders, alcohol, cups, plates, silverware. That is about the best idea of the average price I can give you. But it really varies from person to person.

For a sit down dinner, it is typically $30-$50 per person. That will vary greatly by the area of the country you live in and the volume and quality of food you choose. And, of course, that is just the catering costs, not including any decorations, band or dj, reception hall rentals, etc.

It really depends on a lot of factors. First you need to decide if you want a sit down or buffet style meal and how many people you are feeding.
You can go as extravagant or as simple as you like and the price would be adjusted accordingly.
$20,000 for wedding costs (everything total) is not out of the question.

$1200.00 for 150 people for a buffet is only $8.00 per person. If that is counting the labor to put it together and setting it up i don't believe they are asking too much.
Does this include the cake? Most wedding cakes today go for
$2.50 -2.75 per serving which would make the cost of the cake alone come to over $300.00.

depends on what you get. can be from $12.00 a plate.
average is about $16-$18 but can go a lot higher. also depends on the amount of guests.
