Red potatoes are just potatoes with red skins. There are many varieties of red potatoes including those some others have already mentioned. Yams or sweet potatoes are not of the same family.

Often called "new potatoes," red potatoes belong to a class of potatoes known for thin skin. They are firm to the touch and typically have a waxy texture that make them ideal for recipes that call for boiled or steamed potatoes. Because of their thin skin, they do not store well and are usually brought quickly from the field to the market. Red potatoes are excellent boiled, steamed or roasted.
Tips for selection and storage: Choose red potatoes that are firm to the touch with no soft spots or signs of mold. Avoid those with sprouts, cracks, bruises or a green color beneath the skin. Due to their smaller size, allow 1 to 2 red potatoes per person. Red potatoes can be stored for a short period of time in cool temperatures - about 50 degrees is ideal- and in a dark place. They should not be stored in an airtight bag or in the refrigerator. If the potato is exposed to sunlight, it will turn green under the skin and develop a bitter taste. Any green under the skin should be removed before using the potato.
Tips for Preparation: Scrub potatoes gently with a vegetable brush under running water. Cut out and remove all sprouts and any areas of decay or bruising. The skin of the red potato is very thin and a nutritious addition to the potato. It can be left on during cooking if desired. If peeled, potatoes will discolor quickly when exposed to air; to avoid discoloration, cover with cold water before cooking. Boiling, microwaving or steaming will prove excellent methods for cooking red potatoes. They can be used as appetizers, in main dish meals and in salads. Steamed red potatoes topped with sour cream and chives are a tasty appetizer. They can also be added whole or quartered to stews, soups and meat pies or boiled and used in cold salads.

They are NOT the same thing as sweet potatoes, yams or new potatoes.
Sweet potatoes/yams are something different entirely. New potato refers to any kind of potato harvested early in the season.
Red potatoes are just some of many subspecies of potato (you also get white, blue, pink, brown, yellow, purple).
The scientific name for the potato plant species is Solanum tuberosum.

I've seen them in the store called "rose potatoes" sometimes too
Sweet potatoes are not red. They are brown on the outside and orange on the inside.
