Are you going to be using him for breeding? If not, I would get him neutered. When I take my boys out for a walk, if they start to lift their leg, I knock them off balance from behind. They don't know that I have done this. My 17 month old does not lift his leg. My 4 1/2 year old does! This has been worse since he has been used as a stud. There seem to be more problems with small breed dogs doing this. Some show people use vicks under the nose of a male so bitches in heat will not affect him.

Do you have a female in heat in the house? Most in-tact males will lift when a B is in heat.
Now that he has started it, fixing wont help in most cases.
Your best bet is to have a pop can with about 20 pennies in it near by. Put a belly wrap on him and when he lifts shake the can hard, once and say NO...
Here is a link for some wraps (I buy from her), they work great, just put a maxi pad in it so you don't have to wash the wrap every 10 minutes;-)

You can get a product. I think it's called anti-mate. It's used on females when they're in season to hide the smell from the males. Since it's just in the one spot that he's urinating, it could be because he can smell him last lot there and just adds to it. Ask your local pet shop about it. They may have some good suggestions.

This has worked for our most stubborn dogs. We had a rescue in the program that we tried everything and the A$$ would not stop. Two weeks with this he finally got a great home with a boy of his own after being in the program over a year. No one wanted him he peed on everything just for the fun of it.

Sometimes neutering takes care of the problem but not a guarantee. Some people squirt with a water gun. If you cant get him to stop put a belly band or a diaper on him.

make sure your dog or some other dog didn't use the bathroom in that spot he lifts his leg on. Clean it real good. There is special cleaners for urine at your local pet store.
If he or another dog went potty there, it's hard for him to resist when he smells it.

I*ve been told to wash the place with vinagar but I never tried it cause I gave my dog to a friend and she moved away.I now have a female . Try it maybe the smell will help make him stop this bad habbit. Good Luck

as long as you're sure he has no infection,you need to take him outside & say do wets (or what ever you want to say to him ) & praise him when he goes & do that each time until he knows what you mean & scold him & say NO! when he cocks his leg inside the house & quickly take him outside & train him how I said.Praise is the secret & you have to keep it up until he has learnt OR get a doggie door

I've heard that Dachshunds are the hardest to housebreak. My mom owned one and it was never housebroken. Good Luck.

He is marking his territory. Make sure that you clean the area WELL, so he has no reason to think that it ok for him to relieve himself there. Then use a pet friendly deoderizer on the area.
