Baptism is a symbol used to identify a person with either a decision they have made or a system. Before Christ, Non-Jews could become a Jewish procelyte by being baptized. They were symbolizing their need to be cleansed and identifying with Judaism (the true and living God).
Christians are baptized to symbolize that they have been crucified with Christ, buried and risen again. (They are identifying with the Savior).
Christ was identifying himself with the sinners he would die for and at the same time by "fullfilling all righteousness" he was confirming that what John was doing was of God.
Baptisms are not exclusive to Christianity... thus not all baptisms even in the Bible are done for exactly the same reasons. Jewish Baptism (John) Christ's Baptism and Christian Baptism are not necessarily done for the same reason.

Because it was him who said, "unless a man be born of water and the spirit, he shall not enter the kingdom of heaven". Do you think Christ would break his own rule or the commandment of his Father in heaven? He did it as an example to all men, that even he, sinless as he was, need baptism to fulfill all righteousness.

I believe He was making a public announcement. The next thing He did was to go out to the desert to find the enemy and notify him that He had come with a formal declaration of war.

It's a good question. It says to "fulfill righteousness", maybe as an act of humility and as an example for his disciples to follow.
