you have a poor example question kind of hard to say .here is why 1 inch =25.400 mm????pipe ranges in measurementsfrom 1/2 inch to on up 24 inch 30 inch ect .to make things simple..a pipefitters bluebook will give you the take off for a certain size 90.and if you know your pipe size it will give you a layout to make a 2 pc 90 or a 3 pc 90 up to 5 pc 90.if you purchace a 90 degree fitting american standard measurement.the the 90 will take out 1.5 times its size.long radius 1.5 times...rarely used short 90 takes out exact size.you go buy a template book online.with about 650 or 800 templates..

Sounds like you need to get somebody that knows how to use a cutting torch and weld.

Usually for a pipe that size, it would be cut/weld...buy an elbow...
