At the age of 23, assuming that he has no growth disorders affecting his growth and that he's not experiencing delayed puberty then he's probably finished most of his physical height growth.
Most boys experience puberty and the adolescent growth spurt between the age of 9 to 17 years. The growth spurt typically lasts from 2 to 4 years.
After the growth spurt is over, a man's body will usually grow about 1 more inch but completely stop growing completely by the age of 26.
EDIT: Reading backwards, yes, there is a hormone treatment that some companies provide that can help to increase height. It involves the use of hGH (human growth hormone) and IGF-1 (insulin-like growth factors)... both of which are involved during puberty that causes us to grow.
I am not certain at what age this treatment must be administered to be effective but you can research this online.
NOTE:
I started my growth spurt when I was 13 and stopped when i was 15 and was 5'8"....
I grew one more inch and completely stopped growing taller when I was around 24 and was 5'9".
At 35 years, I'm still 5'9".

Why not? Ants can grow upto 20 meters and Elephant can be compressed to 1 cm too.
But he has to learn biotech and manipulate the nature's working first.

I have seen short men who have integrity, compassion ,honesty and a sense of humour they are true gentlemen their character is tall .
Tell him this is more important than a large house which carries a small soul.

but i think some stretching exercice can help a bit, but patience is needed cause these things need TIME
