I've seen this before, oddly enough, referred to from the manga/anime Genshiken. Took me some research to figure it out exactly, but it's a quote from Amuro Ray in the acclaimed really old anime Gundam 0079. It essentially means "Even my father never hit me" or "I've never been hit before, even by my father."
Having never seen it, given what I know about Gundam in general, I assume that Amuro Ray, the young cocky hotshot teenage pilot is either smacked by an authority/father figure/commander, and then says this quote.
Why this quote is famous, I have no idea.

I think it reads:
Oyaji nimo butareta koto nai no ni!
Oyaji means father or one's boss, i dont know what butareta is. Just wait for a Japanese translator here =)
