As a rule men and women, think of someone when they masturbate at times!
I would say we all have at one time or the other has been the object of a masturbater!
I guess in a sense it is a compliment in a freaky way! I don't think it is any thing to freak out over.
How ever I would be careful of this guy! The idea of telling you is not good! Keep away from him!

If the girl is attractive to me or guy in your case than that would be definitely a compliment. It would make me probably want to do the same.

What he said is impolite and rude for someone you hardly know. He wants to have sex with you so badly if you feel complemented by that then it is a compliment, if you feel otherwise than it is not.
