What is it? Either in my bikini area or sometimes in my eyebrows The hairs i tweeze come out with the portion that was below the skin coated in a gel like clear goo. What does it mean? Or is it just a certain part of the follicle or something?

Don't worry. That's the protein part of the hair follicle.
It just means that you plucked the entire hair shaft, which is very normal. Sometimes you may notice a colored tip to this, which is the same color as your hair.
You will regrow a hair in this same pore.

Not too worry. If I'm not mistaken, it's like a nutrient sack for the hair. Yeah, probably part of the follicle.

It's just part of the follicle. It's totally normal.

No need to worry that is normal. Sometimes you will pull a hair and it will have white pus on it, this too is normal, it just means it was infected.
