it all depends on the circumstances and the situation...
for example, if you are out with a person, and you have YOUR bunch of friends around, the obviously YOU will be in the more comfortable position to make the move.
There's no set rule for who should make the first move, guy or girl.
Just go with your heart and your gut feeling

Personally I never do.
But that's because I'm incredibly shy and don't get out much lol.
In general I think it depends on when the situation arises.
