He's trying to say that because the Japanese started as a relatively small genetic pool with few people and have done very little crossbreeding with other ethnicities, their genes are weaker than other people who have greater genetic variance. For example, it's conceivable that a single disease is more likely to hurt the Japanese than a more mixed group.

That quote must be someone's IMO.
Japanese are hybrid and their ancestors can be said they are all race mixture.
They have been taking over dominance of genes.
