God, created everything and all heavenly bodies and light. UNLIKE Him, He can NOT change. Light and darkness can and will change. But God, Himself never will. :)

The gifts of the Spirit are mentioned in Gal 5:22.
The Father of lights is God the Creator of all luminaries in the sky which vary in intensity and are subject to the vagaries of nature. God is not like them. He is the same unchanging God in whom there is no variableness for He promised that He is the same Yesterday, Today and Forevermore.

when you don't understand a verse in one bible look for another version to get a better picture of the saying.
here is speaking about 2 gifts which are given from the father in heaven, that's why is from "above".
gift 1: forgiven sins and life.
gift 2: speaking in tongues, healing gift,prophecy gift, etc
these are the gifts given by the holy spirit.
one Lord, one faith, one baptism:.. when you are called and baptized the gift is given and you have to walk worthy of the gift given to you.
and finally those gifts comes from the father of lights= the father who created the sun the moon and the huge stars in the sky who has being the same since the beginning who hasn't changed and wont change in the future, in whom doesn't exist change of mind.

In the beginning, God said, "Let there be light."
God is the Father of all creation, including light. He is perfectly in light, there is no shadow in Him.
This is a poetic phrasing to help us understand how truthful and honest God is-- because in light, there can be no deception-- everything is shown.
God does not change, God has nothing up His sleeve-- He will always be present and filled with goodness.

To understand this verse to its fullest extent, we must read the entire passage (which is James 1: 12-18)...
Verses 12-16 speak first of temptation and trials, and that we must not give in, for these temptations do not come from God (verse 13) but come from our worldly desires (verse 14) and that these result in sin (verse 15). The need to mention this is very important, for temptation is a very powerful weapon that Satan uses. The reason we call it temptation is because we actually find it pleasurable, exciting, interesting, something that we want... The first temptation (all the way back in Genesis) came from Eve's (and Adam's) desire to become like God, and it resulted in sin and death...
That is why we must be careful not to be deceived into receiving the temptations of this world (verse 16), for the things that are good and perfect to us come from God, who is absolute and never changes (verse 17, the verse you wanted). And the reason he brings this is for us to be the first of all creation, the masters over it (verse 18).

Light speaks of illumination. God gives understanding and discernment. To shine the light on something is to understand it. God's spirit can guide you into all truth if you ask Him to. No variablenes means that God is not fickle. No shadow of turning means God will not change his mind about things. In other words, "no shadow of turning" means God is not going to be obscuring the truth or changing his mind as to what the truth is.

The good gifts that God confers on any who 'asks for it' is Love, Joy, Peace, Long-suffering (tolerance, endurance), kindness, goodness, faith, mildness, self control. [Galatians 5:22,23]
God is not impartial when He confers these gifts. He gives them equally to every one. He never turns away even from those who dont deserve it - for He is a God, who does not desire the death of the wicked, but desires that all should come to repentance and work for salvation and everlasting life.

It says that everything good that happens in your life comes from God. He only gives you good things, not bad things. Bad things come from the devil, not from God. Even when God disciplines us by letting the consequences of our actions reach us, it is for our good, because, what father who loves his children does not discipline them? God is the most loving Father ever!
Also, the text says that God never changes. There's not "shadow of turning" in Him; He's been, and is the same, forever. God is the same yesterday, today, and tomorrow.

Natures luminaries vary in magnitude and are subject tp phases, eclipses, and shadows. God is the ultimate Author of light. In him there are no changes of brightness or clarity. There is no fluctation in his being or character.
