Resistors are both insulators and conductors. You can think of them as bad conductors or bad insulators. They are somewhere in between. Most resistor used in electronic circuits are closer to the conductor end than the insulator end.

they are neither good insulators nor good conductors they are just resistors which impede on the current flows depending on the values. a few ohm resistors tends to behave like a good conductor but it breaks down on high current while a megaohm resistor tends to behave like an insulator but few current is still allow to pass through it therefore it is not reliable. nevetheless every insulator resistivity can be measures in thousands of gigaohm.

Resistors limit current.For example if the resistor is connected in seris with an LED,enough current flow to make the LED to light up if more current flows it will damage the LED.

insulators: when you pass voltage in an insulator there is no charges flow.
obviously conductors will pass the current flow

resistors are resistors, insulators do not allow any current to pass through them, and conductors are wires and such that current flows through well (but depending on the size and length of wire can cause some resistance.
