Excessive Meowing or Vocal Blackmail
The single most common reason a cat will meow excessively is because she has been trained to do so. Kitty has learned that all she has to do is meow and she gets whatever she wants - food, attention, affection. Often, what starts out as a demand for attention soon becomes a self-reinforcing habit. Now kitty will meow all day just for the fun of it. This situation becomes even worse if the cat is lonely or bored. The first step in breaking this habit is to exercise your cat daily with active play sessions. Don't expect kitty to exercise herself. Many cats will swat at a ping-pong ball or a catnip mouse once or twice then lose interest. You must get involved in the game. Tie a string to the mouse and pull it slowly, temptingly and repeatedly across the floor. Secondly, pay attention to kitty and give her what ever she wants, but ONLY when she is quiet. Ignore her whenever she begins her vocal blackmail. Don't give in. Each time you give in to your cat's verbal demands, you are teaching her to meow even more. If you wait until your cat is quiet, she will soon learn to associate silence with rewards. Some cats enjoy talking and some owners enjoy their cat's chatting to them. But if you want a few moments of peace, you can teach your cat to be quiet on request. Gently ask kitty to "Shush." If the cat ignores you, immediately shout, "BE QUIET!" or squirt her in the face with water once or twice. After a few repetitions, kitty will get the idea and obey the gentle request of "Shush," rather than get screamed at or doused with water.

There are books out there that interpret cat language.
My friend has a talkative cat, he just wants to chat. He talks to me on the phone, and when I go over there. When he is done with the conversation, he walks away.
Sometimes they want to talk, or want attention, or different food. Another friends cat wanted its dish elevated off the floor. Another slops the water out of his bowl with his paw, then drinks it off the floor.
Is his litter box clean? Are his dishes clean? Does he have plenty of toys to chose from? Does he eat most of his food, or does he eat a bite then meow? Maybe he doesn't like his food. Can he go somewhere to see outside? Friend's cat was under the window meowing, he wanted the window open so he could sit and watch outside and stayed there most of the rest of my visit.
Hope this help, I'm afraid with a cat, you will have to think up potential problems, and eliminate them, one by one.

Go to the pet store and buy some fresh catnip(the kind that is growing like a plant in a pot)After ingesting a little of that ,he will be so stoned, that he will probably forget how to meow.Problem solved!Beware though,he will probably get the munchies,so give him some treats afterwards.

He's trying to tell you something.
My cat is picky. He meows and meows and meows. Then one day I changed his food and he stopped. He just wanted different flavoured food.

Or he could be sick, check and see if he exhibits any other strange behaviour, and ask your vet. Its always good to get a checkup.

Some cats are just more vocal than others - pet her when she talks to you, or talk back! My cats love to talk to me, especially when it's time to eat. When I "talk" back, they keep meowing! It's really cute. You sound like you're doing everything right, you just have a talkative kitty! Keep giving her love - and she'll love you back!

It's a male right? My Male cat use to do that too. I guess they just want some attention, or to make sure you won't forget about them.
