Wait for low tide. Insert a knife blade into the sand and pull it towards you. Do this every few meters. You will quickly feel if the blade hits the clams. Also look for areas on the beach were there are lots of shells laying, this will give you an good indication of were to start looking for the clams.

Go to tackle and bait store, they might have some. Or go to a seafood market. You can find fish and clams for sure.

The vertical clams normally hang out at bus stops and bars. I'd try there first. Next you can move on to shopping malls and grocery stores.

At low tide watch for them to squirt when you walk on the beach, then dig 'em up. They squirt because they want to clear their air tube when you compress it in.
