problems with launching programs from shortcuts or even straight from the program themselves. also can not add and remove programs at all because i come up with an error rundll32 or rundll or rundll32.exe are missing

RUNDLL32.EXE is a program which executes program code within a .DLL file. A .DLL file is a file which can contain program code, just plain data (anything, such as icons, pictures, whatever), or both.

A program might launch RUNDLL32.EXE on a .DLL file, but most of the time, some program would put a 'RUNDLL32.EXE ' in the Registry in order to start up a program when Windows starts.

Click the Start button and run the System Restore program that's under the Programs|System Tools menu.
(I'm assuming that you're running XP.)

You can do this in 'safe mode' if normal Windows is acting too quirky. Restart your computer, and press and hold (or keep tapping)the 'F8' key before the Windows screen comes up. A text menu should come up. Select 'Safe Mode.' Eventually, the desktop will appear and Windows will ask you if you want to run in Safe Mode. Select 'Yes' and then go run System Restore. If you select 'No', then Windows will run System Restore, but it only restores from the last save point, so it's better to select No.

Sounds awfully like you have a worm/trojan virus that is causing this problem. Debug your whole system with McAfee or Vscan or some sort of virus protection system. Then if you don't already have one, instal a firewall with auto scan capabilities.

Click Start -> Run
Type cmd
In the black box type sfc /scannow
Insert your windows CD
Sit back and relax :-)

uninstall and reinstall program otherwise re install windows itself

If you have a 2nd computer you can copy the file from it.
