Historically, men did the proposing because they had the money and property. Women generally did not own property, and lived with their parents until they married and moved to their husband's house. Although in some cultures (Asian cultures for example) the man moved in with the wife and her family. Men did the asking because women were supposed to be the weaker sex. Society is changing now, so that it is acceptable for women to propose, but it is still traditional for the man to do the asking.

It's a very old tradition that the Male proposes to the Female.
There is no law or rule that says a female cannot propose to a male.
