Waht part of it are you not understanding. Read it in context , the whole chapter- God is speaking to Moses- He is telling Moses what He wants him to do and why- Moses- behold- hear - listen to the cries of my people- they are under oppression - I have seen this.
God is telling Moses what is going on and wanting him to understand also what is going on with His people the Israelites.
Exo 3:9 Now therefore, behold, the cry of the children of Israel is come unto me: and I have also seen the oppression wherewith the Egyptians oppress them.
Contemporary English Version:
Exo 3:9 My people have begged for my help, and I have seen how cruel the Egyptians are to them.

God set a timetable that the Israelites would be enslaved in Egypt.
It was to be for 400 years. During this time although they were enslaved, they were also taught many things, such as reading and writing and valuable trades.
In this verse God is stating that the appointed time is up and he will now again hear the crys of his chosen ones and deliver them from their affliction.

The verse is part of Moses' experience with God in the Burning Bush where God tells Moses that the Jews are oppressed in Egypt and after hearing their cries, God appointed Moses to lead the people out of Egypt.

The the cry of the Palestinians is being heard by the Lord Almighty. It is an irony that when people get power or money they tend to abuse the weak.
The TRUE PEOPLE of God do not abuse the weak. When Abraham settled in Canaan, his coming was a mercy for those in that neighborhood.
People of God are like refreshing water on parched soil, not a fire that burns down the green shoots.

In this verse God was talking to Moses about his people, the sons of Israel, who was in Egypt as slaves. If you continue to read this chapter of Exodus you will see that God ask Moses to go to the Pharaoh to deliver his people.

It isn't one of the more confusing passages in Scripture. It simply states that God is aware of the Israelite's suffering and he is going to rescue them from the Egyptians, which he did.

This is the merciful side of God. Whenever there is an outcry of injustice, the Lord stretch out his hands to reach out to us.
You can also see the similar pattern in the book of Judges, it is in a cycle.
In our personal life, many a times, it is also this way. However, one must remember that the Lord is soverign, and he works according to his timing and ways. Not according to what we pray or what we want him to do.
The promised of Jesus in Matt 28 is also in a similar line, in that Jesus says, he will be with us till the end of time. How comforting.
