1-2 minutes, tops. Don't spend a lot of time talking about it all.
Look at your crowd--can they and HE take it? If not, it may be something for the rehearsal dinner.
Be funny, but also have some control. Let's not get TOO crazy! Make it sweet, a little funny, and a little cunning.

I'd say a couple minutes... 2-3 should be plenty. You want to give yourself enough time to actually say something but you don't want to bore the guests.
Some gentle ribbing is just fine... a few guidelines:
* don't bring up past relationships (unless he kissed a girl at age 6)
* don't say anything you wouldn't want his grandparents to hear
* make sure you compliment him on his choice of wife (that'll go a long way in making everyone happy)
* remember that you are toasting his happiness
The best advice for toasting speeches is to write it all down. Between nerves, excitement, and alcohol, an improvised speech can go very very wrong, even from the best of speakers.

2-4 minutes bust his chops a little but only in a playful manner, leave her out of the busting as she will likely take it badly on her special day even if she wouldn't on any other day...
Make sure to go over and do the guy hug (beat the hell out of each others backs) the end so you you re-cement your friends bond after the goodhearted teasing of the moment... Also be sure not to reveal anything truly embarrassing just things that are mildly embarrassing lets say 5-6 on a scale of 1-10..... 10 being " you have to die for saying that"...

Yes, definitely, break his chops a bit! It's always good to have a laugh during the toast.
I'd say, keep it to a max of about two minutes. Remember, it's not necessarily a speech, but instead a toast. Crack a joke or two about them, express your love for them, congratulate them, and start drinking!

Have fun with it, but make sure the overall tone of your speech reflects the honor he's bestowed on you by asking you to stand up with him. Nothing too embarassing and heavy on the best wishes - lucky guy to get a girl like her, hope she knows what she's getting, etc.
