I can only speak for the ARMY.
When you do your Basic Rifle Marksmanship (BRM) Qualification, you will be given 2 magazines with 20 rounds in each. You are going to have 40 targets to hit with 40 rounds.
The first 20 rounds, you will spend shooting at silhouettes ranging from 50 to 300 meters in a foxhole. And the other 20, in the prone. you have to hit at least 23 targets with your 40 rounds. The scoring is as follows:
23-29 hits- Marksman
30-35 hits- Sharpshooter
36-40 hits- Expert

In the Army, you get thirty rounds for each thirty targets come up. From 27-30, is expert. From 24-27, is sharpshooter. Marksman is 20-24. Anything less is failure to qualify. The ranges for targets differ from 50 yards to 1,500.

The best scoring system is the most simple.
Point, aim & pull the trigger. If the guy goes down and STAYS down; that's good enough.

i think it is based on the target bullseye is the most points, then so on i don't know the actual points, but an expert can shoot right on target , i had marksman in Jr ROTC
