I haven't heard that expression, but I have heard "a person after my own heart" meaning someone did something that you love, so they are "after your own heart". From that, I believe "a person after God's own heart" would be doing something that God would love, ie. doing God's work.

in the Bible, David was called a man after God's own heart. He was a sinner and made many mistakes, but he had a humble, teachable heart, a heart that recieved correction and discipline and worshipped God in all things. If you want a true understanding of "one after God'd own heart" read the Psalms written by David and read about his life in 1 and 2 Samuel

You are referring to King David.
Although Davids fleshly body made many mistakes, and yes there were some real bad ones. In his heart, he always put God about all else.
When confronted with his failures, David was repentant and sought out Gods mercy and accepted the earthly punishment for his failures.
The only time he asked God to change the punishment was when it affected other people.
Therefore , although wracked with eartly fleshly sin nature, he kept his eye on the prize, and that was eternal life with God.

It means that that person's heart is set towards serving God. Regardless, of their shortcomings and failures; they learn whenever they fall short, they can repent, pick themselves up and continue on the right path towards God. God's perfection is holiness and a right standing towards Him - (righteousness) not man's way of perfection.
