I'm not sure if kung fu is material arts or not. if not, what does it belong to?

Yes Kung Fu is a Martial Art, it's a general name for the many different disciplines that comprise Kung Fu or "Chinese boxing"

examples are Shaolin, Wing Chun, the five animal systems : Crane, Dragon, Tiger, Leopard, and Snake, or Bruce Lee's own discipline of Jeet Kune Do.

The Kung Fu fighting arts are what almost every other Martial Art is based from, with the founders of the other Martial Arts learning from their teacher and adapting it or evolving it further by finding their own techniques from it, as well as some other Martial Arts are a combination of two or more Martial Arts.

The term "kung fu" actually means expertise or skill. Usually made in reference to martial artists in China, the term has come to identify the collective whole of Chinese martial arts, or Chinese boxing, in present times.
Chinese boxing isn't dancing unless it is practiced without its original intent. Anybody who says otherwise is obviously ignorant.

martial arts is any system teaching fighting/self defense techniques armed or open handed. Boxing is a martial art so is kick boxing, sambo, BJJ and fencing

Unless it's San Shou or Sanda, it isn't martial arts. It's a dancing/excrise.
