Electrical engineering is more dynamic. The technology changes more rapidly that that for civil engineers; also, there is more competition in the field, which encourages change and innovation.
Electrical engineering encompasses a lot of job functions. It can be anything from managing a team of electrical engineers - to creating a system design - to designing the actual circuits that go into the microchip - to testing the functionality of the chip.

An electrical engineer spends his entire life indoors, eating pizza and playing video games. A civil engineer spends his time outdoors, wears hard hats and dress shirts, and spends his time picking up chicks in bars.
