Pretty sure it is and here's the argument I heard why.
Say you pass the cops going north and see a car going south and warn him. You think you did a good deed and saved someone from getting a speeding ticket. What you really did was warn a suspect wanted in a kidnapping who has a victim in his car. He detours and avoids the roadblock that you warned him about. Victim may or may not die, but the cops don't get to catch the bad guy.
Obviously an extreme case, but do you really want to take that chance?
Now, my FIL is a trucker, they do that stuff all the time. Doesn't bother me in the least if they do it. I, don't. Not because I'm worried it's illegal or that I could help a bad guy, but because if you're speeding or driving erratically I *want* you to get caught. I've been hit by poor drivers at stop signs, on the freeway, in traffic (the majority of the time I was a passenger) and frankly, if you're too damn clueless to pay attention AND not see the cop ahead, you need to learn to be more aware and maybe it'll save someone the pain.

It is illegal to flash your lights to warn another driver of a police officer sitting ahead of them..it is not illegal to flash your lights if you are warning someone of a hazard.

While the answer may differ by state, in Texas, it is strictly legal to do this. If you check the link, you will find Txas Penal Code section 38.15, Interfering with public duties and subparagraph (c) shows you that this is legal here.

not in all states, in the states where I was a officer it was not illegal, but it would bring that driver to our attention and make them a car of "interest" and there is almost always some other ticket you can write for them

I know it is illegal. I also know that we have limited means of alerting drivers of hazards on the road. What do you do if there are cows in the road behind you? Hazard light don't work because they think you are the hazard.
