To make sure it is around you could pick a histric place (which can be romantic too) like Casa Loma or The Old Mill. Or you could pick a park or area with a view. I got engaged in LA instead of going to a resturant or a amusemnt park we took a drive up Mullholland Falls Dr and stopped to look at the view of Hollywood and the Valley. It was beautiful - Being from the GTA I don't get back there much but I will always be able to go back there (unless it slides away) and see the view.
There is also Great Lake Schooners you can hop on a boat ride cruise one night and sail through lake Onartio. It will be a round for a while.
Friends of mine were engaged in the CN Tower but the idea of a park or the harbourfront or on the beach in the beaches while on a stroll - more intimate and definatly more memorable

Definately the CN Tower restaurant. I wonder if they'd let you go out on the balcony (not sure). In years to come she'd have a great story to tell and almost anyone with any common knowledge in the WORLD knows what/where the CN Tower is.
Also you could say a lot of romantic things about the room rotating. Be prepared though, it will cost the big bucks.

In the city of Toronto, Canada, there are actually a number of great places to pop THE question to your significant other. There is the obvious CN Tower (the best place in there would be the rotating restaurant located up near the top), but there are also other places such as down by the waterfront. Along the waterfront there are dinner cruises, there is a lovely restaurant inside the Queens Terminal plaza (not sure what kind of food it is as of yet but it is there and it's probably sea food). But those are simply a few of the things that are available. Check out Toronto's tourism guide though or also check out www.toronto.ca and you can check out some of the different events happening during the time you plan to pop that question. Well I would think that the CN Tower, Niagara Falls and sports venues are overrated and your girlfriend would appreciate the thought of something different. Taking her for a moonlight stroll on the boardwalk would be nice and very romantic. Then you could go to the beach for picnics on your anniversary and you could carve your names on the boardwalk or a tree. Also when you are walking along the boardwalk you could offer her your jacket because it will get chilly at night, so wear an extra sweater.

I was thinking the CN tower at first but there are several other options. All of the other answers are just as good. My suggestion is to do it in public at an Argos game. Almost anywhere in Toronto is a fab place. However wherever you pop the big one just be classy 'bout it.
Wherever you feel is a romantic spot, go there and good luck.

I would go on Centre Island: rent a bike or a canoe> There are so many beautiful corners in the woods that are private and you can see the skylight of the town. If you are religious there is a small church in a little field or simply go on the beach. It all depends if you want to be romantic and have an intimate moment just for the two of you to visit often or you just want to shock and impress her. Congrats anyway!!!

The beaches. Follow the path to the west past the marina w.of the old woodbine race track parking lot.There is a beautiful spot that is a little secluded and looks over lake Ontario.Wait until Thursday night with the last quarter moon of the season.She will be putty in your hands.

How about in the nice restaurant at the top of the CN Tower, which is built to rotate to give different views of the city? It overlooks the city and the shore. It's one of the world's tallest buildings. That might be great at sunset! I am QUITE sure they require jacket and tie and the like, so be sure and check or they won't let you in, we once experienced that.
If you're going soon, the flower garden at the Science Center is nice, too.

On the very top of the CN tower over looking the city.
Every time you look at the tower from anywhere in the city it will hold a special meaning to you both.
