OK, I won't go into a complete tirade here about the understanding of the Constitution and how it creates a LIMITED government. The courts will take care of you if there is anything illegal. Other than that, charities are not regulated.

It depends what type of organization it is. There are many types of entities that qualify for non-profit status. If you can be more specific with your question I can give you a better answer.
