it actually depends on how the term was used but generally it is an action word which means "feeling of regret" over loss of personal, material things including relationship.. etc.
one can say that he/she is "nagnghihinayang" when he loses a personal belonging because of its sentimental value or when he/she breaks a longtime relationship with another person.
it is related to the filipino word "sayang" which means feeling sorry for the loss of belonging, relationship, money etc....

"Nanghihinayang" is feeling sorry for something good that did not happen or a lost of opportunity. When two lovers separated, they or one of them or a witness to that separation, felt sorry for the time spent when they were both happy together or have accomplished something together which could have been great. that is exactly what it meant.

nanghihinayang means "feeling sorry and wished it had not happened" for something that had been lost, wether done intentionaly or not.
