Anytime I see a small dog biting at her rear I think of a problem with her anal glands. When was the last time her anal glands were emptied? Lhasas and ****-Tzus are noted for n eeding their anal glands emptied manually. If you do not know how to od that you can ask an experienced dog groomer or your vet or the vet tech to show you the procedure.

When the dogs anal glands are impacted, these glands swell and the pressure causes mild pain but also a maddening itch for these little dogs.

When a dog rolls her head over the floor, the meaning depends on how she is doing the rolling - for example if she is rubbing her head so that her nose and the area right below her eye is making contact with the floor or rug, then she is leaving her scent - these dogs have 3 eye lids and right in the corner of their eyes, they have a scent gland, they will often rub their faces on the bottom of furniture and on the arm rests. They are marking the home as theirs so any other dog will get the message. If this is the type of rolling her head movement, then I would not be too concerned.

I would just check the eyes periodically because with such big eyes, there is always the posibility that she could scratch her eye or pick up a foreigh object in her eye - so be careful and remember to flush something out of her eye - use dog eye drops or saline human eye drops do not use just water - this may burn the dogs eye slightly.

Also check around her backside to make sure that she does not have a tick or a bug bite or a burr or a thorn or a scratch on her skin or even something on her anus - check everything and run a flea comb (Very narrow comb) through the coat from the skin up - this comb is so thin that it will capture anything even an eyelash - better safe then sorry

If you don't find anything - you need to get to a vets office

Most likely its just fleas, but check for other things to, like rashes I would recommend taking her to the vet. You can get flea medicine online or get a prescription from your vet
