Sure. In MS Paint, chooses Stretch/Skew from the "Image" menu, put in something like 25% for vertical and horizontal stretch, hit OK, then use Stretch/Skew again and blow it back up using 400%. You've enlarged a lower resolution picture to the same size as the original.
