they need a variet of things such as a stable and specific government not just eh state governement. Also, they need to show that hey have anything that major cities have such as healthcare facilities, police, waste management, city councils, schools for all ages, etc. After the town shows that they have all this, they have to petition to the state government for them to be recognized as their own individual city. After they are approved, the national government has to state whether they agree or not but their decision does not decide if they become a city. It only plays a role if that city might be used for specific actions such as military bases, sea ports, or anthing that might affect the country itself.
