Are the plastic part of the envelope (the see-through part) recyclable?

The paper recyclers figured out a way to remove the plastic "window" after it seperates from the paper in the repulping process.

Also, some are now made to dissolve in water (or are absent altogether, as with the monthly bill envelope from the gas company)

yes. you can recycle the whole envelope, including any clips on it
