Anniversaries call for champagne or sparkling wine. Since you are on a college kid's budget, look for Spanish Cavas (sparkling wine), usually selling under $15 in most cases. Here's a few that have been rated highly by the Wine Spectator.

a. Segura Viudas Brut Cava Aria (87 points) $10
b. Freixenet Brut Cava (86 points) $10
c. Jaume Serra Brut Cava Cristalino (85 Points) $8

If you have a wine shop in your town, you might be able to buy a kit and MAKE wine for them : ) ! It does take time to prepare (you go through several steps) so if you're in a hurry or don't have space to work in, this won't work for you. But if you have some time and even some interest from a friend (someone to split the cost & share the bottles) it would be cool to print out your own personalized labels, and it would make a unique gift!

Find out what type they like, and then at a good wine store in your area, ask to see a selection of local wines. Tell the store clerk your budget, and what you're looking for and ask them to make a good recommendation. You can always get a deceent bottle of wine for around $30.00. Especially a local wine, it will be much cheaper, and your parents will probably be more interested in trying it, versus other wines they have probably had in the past. Best of luck to you!

I would try to find out what varietal of wine they like to drink and look for a highly rated wine of that varietal. If they like sparkling wines, it is always a good choice for anniversaries. You can search the link below for wines 90 points and over that cost less than $20.

No wine is preferable over an enriching and healthy drink. Although of course you do not want to buy them a gallon of milk, consider teaming up with siblings to sponsor their second honeymoon. If you can't do this because of lack of money or siblings, then simply send them roses and a card...remember, it's the thought that counts. They'll remember your thoughtfulness and dedication to them in their old age, rather than a bottle of wine that was selected from a local supermarket.

What are you going to use it for? A toast at a party? Or a gift to them so they can drink it?

Because if it's a gift, it all depends on their taste in wines. Do they like sweet? Dry? Sparkling? White? Red?

Where do you live? Often there are local vineyards that sell good wines for less than you'd pay for a "name" wine.
