I am interested only of the quality of video and not the still pictures.

both formats use compression to store video, but different types. dv uses a dv-avi compression that has very low quality loss, but large file size. dvds use mpeg-2 compression which compromise between quality and size, offering good quality video (but not as good as minidv) for a smaller file size. does it really matter? depends on what its used for. while mpeg-2s are smaller files, getting them off a dvd onto your computer and editing them isnt quite so easy. minidvs are easier for editing because editing programs allow you to import minidv video, and recognize that kind of compression. also, they get you better quality in the end, because you have more to start with. so basically, if you want to shoot and not edit, dvds are for you. (an easy way of having your video edited on dvd is to plan what you shoot, and shoot them exactly as you want your final sequence)
if you want higher quality and the ability to edit, choose minidvs.
