NO. This will only increase how much you sweat in those areas. Any lost weight from such methods is water weight, not fat. Once you've replenished the water you've lost your weight will be the same as before.
Your body cannot "sweat out" fat. It must go through the entire metabolic process and be metabolized as energy just like any other nutrient. The only way to lose fat is to burn it for energy through aerobic exercise and balanced caloric intake.
This concept of sweating out fat with plastic bags, neoprene body suits, saunas, etc. has been around a long time but has absolutely no basis in science. The only reason this ridiculous idea will not go away is that it appeals to most people's hope of getting something for nothing (i.e. losing weight by simply sweating instead of through hard work and proper nutrition).

I had a friend that did something similar. He put a trash bag over his head and wore it sort of like a shirt. His hands and head sticking out. If you do this, keep the bottom open. It causes the bodyheat to surround the body increasing how much you sweat. You are really only losing body water. If you do this YOU SHOULD DEFINITELY keep water/gatorade by you and if you feel dizzy or faint, STOP! Don't over exert your training if you choose to wear the plastic over you because you are already putting your body through stress by causing it to train in high heat. You should be alright as long as you know when to stop and have liquids by you. You can get the same effect though by running/walking on a warm day outside. You really don't need the bag. It sounds like a good way to overheat yourself, really. Don't trust "special tips" like that when it comes to weight loss. Really and truly, the best way to burn fat is not running in a trash bag, but by setting a running routine and sticking to it. Even if you only run a mile a day, the key is consistency. Combine that with a healthy diet (which also needs to be a commitment) and drinking at least 8 cups of water a day, and it will do you more good than a box of Heftys ever will.

Jesus isn't punishing you. He is just trying to make you a better person. He does this by magically creating garbage bags that require Faith to open them........ 14.097 minutes?... thats a long time spent searching for the opening..... Garbage bags are vacuumed out so they can be easily packaged without any needless air taking up space in the bags. Next time... just place your index finger and thumb on the opening. Or at least where you think the slit may be. rub them together until the friction from your finger causes an opening to appear. from here you should be able to slide a finger or two in to make the opening wide enough for you to spread it open completely. blow in the opening or just ring it out. If this takes you longer than 5 minutes each time you try.. get someone else to do it or buy something battery operated that will get you there faster.

all the plastic does is leech a little extra water out of the area you wrap.
of course, when you quench your thirst at the end of your program, you fill the cells back up with water.
you must REACH your target heart rate, through for example, a 10 minute warm-up. Once you have achieved your target heart rate, only then do you begin to burn fat.
be cautious of exceeding your target heart rate for extended periods: during this time your body relies on carbs which are more easily converted to energy, thus defeating the fat loss we all want from exercise.

This will make you lose water weight from sweating. However, its not a good idea for a consistent weight loss plan. This just drains your fluids and dehydrates you, making it a fairly unsafe workout routine. It doesn't really make you lose any extra fat, just water anyway.
