if the lamp is really gone it is not cost effective to replace. It is cheaper to by a new 3 - in one.
First try shutting everything off. computer and printer. Unplug the printer from the computer. Turn the computer on, after widows is fully started reconnect the printer. Try as normal.

you cannot buy the lamp itself anywhere. The best bet for you to do is to either send it for repair, or buy yourself a new one. I know from working as a computer tech, that those lamps are VERY expensive to replace. Usually when a lamp isn't working, it's more than just the lamp itself. Because the scanner itself, runs on the same board as the lamp is to sync with each other.

If you have a lot of experience in the assembly of this unit, and you can get HP to ship you the part, it can be replaced. I have 30 years experience, and it wouldn't be fun for me but I would try it.
