My cousin asked me and insists its not called a holey spoon. Just curious if it has an actual name. I said spoon strainer or holey ladel but he says no.

Skimming Spoon

A kitchen tool that is used to remove food ingredients, excess fluid, particles, fat, and other items from the surface of foods being prepared. The spoon is very shallow and has a wide base with numerous small holes or with a fine mesh wire for draining but not releasing the skimmed items. A male spoon is a spoon with no holes, female spoon has holes. When I tell my saucier I need a spoon, I always tell him I need a female or male cooks spoon.
