I would say move on. If he can't ask a girl out that he likes then he has some growing up to do. Find a real man. But if you really want to settle for this one then just grow the balls and ask him out yourself.

tell him you are going to xyz place and say, do you want to go? if he says no, move on. does he know you are flirting? some men are just stupid that way.
