i think you should go up to her and start talking to her and stop being so shy and if she seems to like you ask her out to lunch or something and give her your digits so she can call you sometime. good luck!

Have you ever heard of a thing called communication?
You look at someone and say hello.
Then if she says hello, you can say more. It would be inapproiate to just go up to a stranger and say I like you. But nothing wrong with saying hello and after that a conversation can start and then you can say something like you noticed her and wanted to say hello.
Otherwise set the library on fire and scream out your devotion of love to her, leave all you know about life and dedicate your entire energies to getting her in to your life. Sacrifice your life for her.
I am being extreeem in a way to say to you.....don't make liking somone such a big deal. Just reach out and say hello. Afterall this is a stranger and you are sayinbg hello.

Make eye contact with her, walk over like your getting a book and say hi, how are you? see if she initiates conversion, if she does have a seat and talk to her.

go to the library alot.You should talk with her . she will realize why your there after awhile. Do a little flirting ,it always works.after, she gets to know you,ask her out.

walk up casually (not to her obviosly) and pretend you're looking at something next to her. then turn and go "OH *surprised* hey!" that only works if you know her though. or else she'll be like "what a weirdo". â¥gl
