Most large banks and credit unions do. Even smaller ones use SOME sort of system similar to it, if not ChexSystems exactly- they are in very similar databases. With the PATRIOT Act being so strict with verification purposes, it's almost impossible to avoid it. Try opening a savings account, and after a few months of being in good standing places are usually willing to open a checking account at that point. That's what my work did, anyhow. Another option, would be to try a large bank, which will have their systems set higher. For example, someone like Bank of America, won't care if you have a ChexSystems loss of $100 (I'm using this as example only, I don't know this for fact) versus a smaller institution that can less afford to take a loss. Even if you at least prove you are working back a payment plan with the reported institution they will sometimes over look it.

Most all banks now use chex systems, due to the increased need to verify identity. Your best bet is to either:

Go to the gas station, western union location, etc. and geta pre-paid mastercard. It is re-loadable, and works better than checks anyway.
Other option, if you need to build a relationship with a bank, get a savings account first, and after being on good standing for a while, the bank may work with you on a checking account.
Or, do both for now, that way you have both ends covered.

Credit Unions might allow you to open a bank accout. Bank Atlantic uses chexsystems but will allow you to open a bank account if you only have one incident.

I'm in chexsystems, I have a credit union account in my area and they don't check, also most online banks don't check. Citibank and Wamu are a few that I know for sure don't check. You just have to sign up for direct deposit if you don't have either of these in your area, that way you don't have to mail yourdeposits in.
