To get an official handicap you have to become a member of a golf club licensed by the USGA to utilize the USGA Handicap System. "Golf club" in this sense doesn't mean a country club. It's simply a group formed to calculate handicaps. Virtually every golf course has one, including public courses.

After joining the handicap organization, you start posting your scores. You'll get a handicap after submitting your first 5 rounds. After that, your handicap is calculated based on the lowest 10 rounds out of your last 20.

You should wait a couple months but keep your scorecards. The service in most places runs calender year and most don't prorate. They will give the last month free sometimes two months. Plus you need at least 10 scores to get a handicap. Go to you local golf course and ask to join the USGA approved handicap system. The one in Northern Calif is called NCGA the Southern California is SCGA so it will be something like that

Usually requires amputation of a limb. There are less drastic handicaps such as mental, psychological, can cosmetic that may be preferred.
