Dry skin can be a symptom of many things. It could be the shampoo you're using or the frequency you bathe your dog. It could be poor nutrition, skin irritations, fleas, allergies, or even cushings diease.
You should take your dog to the vet to be checked out before making any changes.

I would suggest trying a good dog shampoo, we use a very diluted dawn when we give our puppy a bath and he's great.But there is still other shampoos out there that are designed specially for helping dry skin. Don't blow dry it, if it is still young, it dries out the skin. You also might want to look into a better food source, that can cause dry skin, and it can help your dog's fur get shinier and healthier.

Oatmeal shampoo. Also, you may have to change your dog's food. I had the same problem with my dog and changed her food to Nutro. (Science Diet food does not work well with some dogs, which causes dry skin and dull coat) Dry skin cleared up and her coat was shiny and beautiful. Do not use Sulfadine, it will make some dogs vomit.

Try giving it a bath in Aloe and Oatmeal Shampoo, this acts as a moisturizer and helps keep your dogs skin from drying out.

Bathe the dog with a medicated shampoo you can purchase either online or at the pet supply store.
I suggest Lambert Kay's Fresh and Clean Medicated Shampoo.

you can go to walmart and there is dog shampoo that is a for dry skin. just look around and you will find it. i use Harts brand and it works great

After bathing the dog, condition it with laundry softener. does not have to be the expensive brands. Rub in well and then rinse. Do this once a week.

Try changing his dog food to one that has a higher fat level. Check for the chart on the dog food label.
My dog food, which is high, has 20 % fat.
