This is a tough answer because you said accountable. Age 3 is too young but age 6 is old enough when it comes to right and wrong. You can teach your child to pick up their toys once they pass the 3 year old mark.

Kids will learn as soon as they are taught... My 18 month old has been picking up his own toys (and food and trash for that matter) for about 4 months. He still needs some help (with really messy stuff) and he still has to be reminded a few times, but he can do it. I think a 5-6 year old should be 'held accountable' for keeping things picked up. Like a schedule- just before bathtime or just before bed. but of course, they still have to be reminded too.

I think 'accountable for picking up their toys' is a little harsh but my 16 month old will quite happily help to put toys away at the end of a busy day playing. I think if they can get them out of the toy box just teach them nicely at the end of the day to help put them away.

My son began picking up his toys a little before he turned two. What made it work was that I would start picking up a couple of toys and then would say, "Can you help Mommy pick up your toys?" This would get him started. He just turned three and there are times I still have to say this to get him going.

From the time my boys were around a year old I had them "helping" to pick up their toys.
O.K. Sam, Rhett help mama (or Daddy) pick up the toys!!!

By the age of 3 they were doing it themselves. Daddy or I still watched, because if we didn't keep it moving forward, they would start playing with them again. Not long after that it was simply, "O.K. guys get them picked up, no playing! just get them picked up" 9 chances out of 10 they did it pretty quickly, unless it was bed time!!!!!
By the time #3 came along he just followed the other two!!!!

If you put all of their toys in a toybox, and the child is able to get the toys out to play with them, they are ready to be accountable for putting them back. Ask your child to put a toy back before getting out a different one. Or, before nap, lunch, leaving the house, have pick-up time when all the toys go in the toybox.

I have three kids & I honestly don't think that kids should be expected to clean up thier own toys until they're 2 or so. But it would still be based on your own knowledge of your own child's abilities. (can they do it, but just don't WANT to?) Under 2, make cleaning a game or race; or designate responsibilities ("you put the blocks in this bucket while mommy puts the books back on the shelf").
