I don't know if you have the food planned but my for my nephew's 2nd birthday, my sister-in-law let them make their own pizzas. She used english muffins, sauce, pepperoni, and cheese, let them make them-they didn't have to be perfect, and then baked them until they were warm. The kids loved it!

Sidewalk chalk art.
Get some butcher paper from the grocery store and then spread out a long piece of it on the floor for a coloring contest.
Plenty of balloons, party hats and party noise makers.
Goody bags for everyone.

Hand paint, make things with play dough, pass out little prizes for winning the games, little kids toy race car track, water balloon fight/toss, 2 or 3 legged race (for the older kids), coloring books, board games, just playing with toys outside.

My 3 year olds loved making telescopes out of paper towell rolls. It was cheap, they had fun and when they got tore up... who cared! My 7 yo had fun with it too, but she wont admit it! She helped the littler ones a lot!

let the kids make there own shirts all you need is some plain white T-shirts and fabric markers, have parents help the little ones . my daughter thought this was the best she wears the shirt all the time and tells everyone about the party(she's 3)

There is nothing really for a two year old to do, you could color and hand out play cars, you should also make a colorful cake to plaese them visually, and so they can dig, really you could just let them play outside and they will be as happy as can be.

I love the idea of the clay handprint! How about getting some cloth/fabric bags that they can put their party goodies in? Get some fabric paint and have them decorate the bags and then give them all a little candy and party favors like that to put in it.
