Well, anyways...

The chips on top crush the bottom, the bottom is banged against the surface they're placed upon, and broken pieces of chips would be smaller and therefore rotate down to the bottom of the bag. That's where stray salt goes too in many packages of chips.

This isn't all the case though, sometimes the broken chips stay on top or there are small chips that stay on top. Broken chips have crumbs and are more susceptible than full chips. Think about it. Fresh, good tasting chips near to the top are always good in the package. They begin to get smaller, hence my explination.

It isn't that the bits at the bottom are broken, it's that the broken bits fall to the bottom! It's just physics!

Take any container that has things of different sizes in it, and shake it up. The large things will "rise" to the top and the small things will fall to the bottom!

It's because small bits fall through spaces easier than big bits, obvious really!

Try this experiment: put about half salt and half pepper in a container, and mix them up together. Now shake it some, and you'll see it unmix, the salt rises to the top!
