We're thinking to move to the Portland-Vancouver area by the end of this year... My husband will visit the city for the 1st time by next november...

Rent between 450$ -600$...

I am a huge fan of using property management services to find a place to rent. Sometimes if you are lucky you can find a place to rent that is much better than an apartment. I was lucky using the Mainlander link below. It doesnt look like there are that many selections on Mainlander but keep checking! New listings always appear.

As far as neighborhoods go, there are good and bad. I lived in the heart of downtown Portland and the only problem I ever had was someone breaking into my car. At the same time there are some really congested run down areas in Portland that I wouldn't want to live in. Me personally, I would move to Vancouver and try to stay out of the area around downtown. You can generally tell if a neighborhood is good by just driving in it. Another thing to consider is that if you live in Vancouver but work in Portland you are going to have a headache crossing the I-5 bridge during rushhour.

Another thing is a lot of rental places dont have air conditioning, or central heat. Up here a lot of places have electric baseboard heaters that totally suck up energy and cause your power bill to jump up during the cold months. Many people get by with no air conditioning (yuck) or install window a/c units like I do. Either way, what I am trying to say is if you find a place with central a/c and heat then your power bill is going to be reasonable, a place with electric baseboard heaters you can expect to more money on your power bill. You might factor this into how much money you want to pay for rent.

Below are some property management services that have rental listings. Of course there is always the ever popular For Rent magazine (www.forrent.com) that lists apartment rentals but like I said these links are alternatives to apartment living.

I visited the Pearl District of Portland, OR. A few blocks away has a lot of homeless people. I wouldn't want to go there again.

There's always the outlying areas, close enough to commute - Beaverton, Aloha, Hillsboro and Forest Grove.

yeah in the ghetto. Sorry, but Portland is more expensive than that.
