To tell them to close the curtains would be admitting to them you were looking in their window! If they weren't raised properly to know to shut the curtains at night, then they have bigger social problems than leaving open the show.
And what says that the neighbor doesn't want you to watch? That's the question for sure.

depends on their age. If it's a middle-age woman or even worse elderly lady, then of course not, that would be downright perverted. The sickest thing would be to peep on a little kid doing what you mentioned above (*shudder*). If it's a girl my age, then I may reconsider...(only joking). I'd be a decent person (they come rarely nowadays) and close the curtains and allow the girl her privacy, LIKE ANY GOOD MAN SHOULD.

Hey, kinda like bibus73 said. Voyeurism. But it's not only for the person who's looking, it's probably also the person who is doing it. Exhibitionism is a form of voyeurism and obviously this person is an exhibitionist! But if it's a hot young chick, hell yes, I'd look and I'd encourage it. And if she was like doin' it with another girl or a guy, I'd probably shoot a movie.

You need to be voyeur to enjoy observe other people being nude. Voyeurism is a practice in which an individual derives sexual pleasure from observing other people. Such people may be engaged in sexual acts, or be nude or in underwear, or dressed in whatever other way the "voyeur" finds appealing.
When done openly, voyeurism may be tolerated or even appreciated, especially if the person viewed is exhibitionist. However, non-consensual voyeurism is considered an invasion of privacy so you could tell neighbor that you like what you see and it will be up to him/her to keep curtain closed or opened..

No, I would respect his/her privacy (sexy or not). At a later time I would let him/her know that I can see them through the window (assuming that the "show" was NOT on purpose).
But I am a happily married woman with no desire to see another naked person. I may answer differently if I was single and unhappy...or bored.
