Like happy easter, only it's not happy. I don't want to forget that 9/11 happened, and would like to be able to say something to others, but "Can you believe it's been five years" seems so weak.

A Greeting isn't necessary. We say nothing on the anniversary of the assignation of John Kennedy...or Pearl Harbor etc...they are national day's of morning...a greeting who not be appropriate!

Hi, hello, what's up, any of these would work. Unless you're talking to someone who lost someone in the attacks. Then "hey, how are you" or something seems more appropriate.
