Just tell him that you don't believe that the relationship is working out. Tell him that you enjoy talking to him as a friend but feel that there is no opportunity or reason for you to be more than that.

You have a boyfriend you rarely see and lives in a different town? Don't waste your time because it will never work out. Find a guy you can see more often and hang out and be friends. Most likely this boyfriend you have is seeing a girl that lives in the same town. That is just the way it is. Long distance relationships usually don't work out unless the couple previously lived together and then had to move away from each other for a while.
Find a better guy.

Perhaps you could ask him why he seems different when you call versus when he calls? It's hard to make a relationship of this nature work, especially if you're not sure you can trust him.
Perhaps say this: "I don't want to hurt you but I sense there is something wrong. I hope I am wrong but I think you may be cheating on me. Are you?"
If he denies cheating on you then you have to decide if you believe him or not. I think that when trust is gone then there is little hope for a relationship to survive.

If he is cheating it will not hurt him at all. I suggest you say you are to busy to be in a relationship right now. Tell him we live far apart and never get to see each other. Tell him it is not fair for the both of you, and that you would like to be good friends.

First, try to see if he is indeed cheating on you. Be upfront and direct, just ask him and promise him not to get angry. Then if the unfortunate thing were to happen, then you should just say that you are not appreciative of what he has done regarding to him cheating on him and that you just want to be friends for now on.

Just be honest with him. He may feel the same way. It is difficult having a long distance relationship, Even if it is only a town away.

Tell him he has your permission to cheat, but only he gives you the same option. He will be unable to reject the offer. The anticipation of guilt-free joy will offset any hurt feelings.

Don't tell him. In fact, why call him back at all? He lives too far away, and his cheatin' heart is cheatin' on YOU!!!!! Just let it drop. If he really cares, let him call you back. Just don't call him. On second thought..
Get a dog. They're great, and won't cheat on you, and then you'll realize what true gratitude, loyalty and love are all about.
