It doesn't matter how pretty someone is, for crying out loud. You could go on a date with both and see how it goes. If you end up liking one more, then you could spend more time with her. Getting to know people and see how it works is what dating is why people date... unless all they want is sex.
I really don't understand why the retarded versus smart thing came up. Retarded is not a very nice way of putting it. Perhaps you mean cognitively challenged or mentally disabled. If you like the "retarded" girl, why not date her? If you are concerned about what your friends think, don't be. Make your own decisions and don't worry about what everyone else thinks.
If you mean, which one should I ask to be my girl... well, neither. If you have dated them or spent enough time with them to ask this question and have no clue which girl you prefer, you probably have no preference and should continue to hang out or move on.

I think you should go out with whoever you like. If you do not have actual "feelings" for the girl who asked you out, then you are cheating her out of going with someone who does like her. So you should go out with someone who YOU like. All three of you will win. Just let that girl know that you want to be friends but you don't see her that way and you know a girl you really want to go with.
